Beginning May 1, 2024, the Canadian Dental Care Plan (CDCP) has initiated coverage for 1.9 million seniors, aiming to eventually extend dental care to uninsured Canadians with an annual household income under $90,000.

In this article, we will provide essential information about the plan, including eligibility criteria, application procedures, and finding a dentist.

① What is the Canada Dental Care Plan (CDCP)?

Implemented in May 2024, the CDCP is a federal program designed to alleviate financial barriers to oral health care for Canadians without a dental plan. The plan covers the full or partial cost of oral health treatments to prevent and treat oral diseases, thereby protecting against serious health issues.

② Who qualifies for the CDCP and how do I know if I qualify?

To participate in the CDCP, individuals must meet the following eligibility requirements:

  • Be a Canadian resident for tax purposes.

  • Have filed an income tax return for the previous year.

  • Lack dental insurance through a private or pension plan or employer.

  • Have a net family income of less than $90,000 annually.

Applications [LINK] for the CDCP are phased between December 2023 and 2025, starting with seniors. Children under age 18 and those with disabilities can apply beginning June 2024. All other Canadian residents can apply starting in 2025. The application schedule is as follows:

Eligible Groups Date Applications Open
Seniors aged 87 and older December 2023
Seniors aged between 77 and 86 January 2024
Seniors aged between 72 and 76 February 2024
Seniors aged between 70 and 71 March 2024
Seniors aged between 65 and 69 May 2024
People holding a valid Disability Tax Credit Certificate June 2024
Children under the age of 18 June 2024
All other eligible Canadian citizens and residents 2025

③ How much will the CDCP cover?

The CDCP has its own fee guide to determine the fees payable for covered services. These fees may differ from provincial or territorial fee guides. Due to required co-payments, not all patients will receive complete financial assistance.

It is important to inquire about costs not covered by the plan. Co-payments, based on your family's net annual income, are the portion of treatment costs you are responsible for, paid directly to the dental office.

Net Family Income % Covered by the CDCP % Covered by Patient
Below $70,000
100 0
$70,000 – $79,999 60 40
$80,000 – $89,999 40 60
Net Family Income Below $70,000

④ Which dental services are covered?

The CDCP covers a range of services aimed at preventing and treating oral diseases and maintaining healthy teeth and gums. Covered services, when recommended by a dental professional, include:

  • Diagnostic services

  • Dental x-rays

  • Preventive services

  • Periodontal services

  • Restorative services

  • Endodontic services

  • Prosthodontic services

  • Sedation dentistry

  • Oral surgery services

⑤ How can people apply?

If you are a senior (age 65 or older), you will receive a letter with instructions and an application code. You can then apply over the phone by following the instructions in the letter.

From May 2024, applications can be submitted online. The online application can be found on the Government of Canada website here. [LINK]

⑥ Enrolment confirmation

After applying, Health Canada will confirm your eligibility and share your information with Sun Life to enrol you in the plan. Within three months, you will receive a welcome package from Sun Life, including:

  • The start date of your coverage.

  • Your membership card.

  • Information about the CDCP.

You must meet the eligibility requirements each year with an annual reassessment. Details about the reassessment process are forthcoming.

⑦ How soon will my dental care be covered under the plan?

Please make sure that your dental care provider participates in the CDCP when making your appointment.
